Label this page Allegation. On April 14, 2026, The Federalist published an exclusive: the Center to Advance Security in America (CASA) had submitted a judicial-misconduct complaint to the D.C. Circuit about Senior Judge Beryl Howell. The piece said the filing “addresses probable judicial misconduct” and pointed at “recent reports that [Howell] consulted with members of the Biden Department of Justice (DOJ) in strategizing on how to prosecute President Trump,” specifically Arctic Frost. CASA Director James Fitzpatrick is quoted on the notes and on phone records of members of Congress.

The underlying document this site can show independently is the Grassley-released January 13, 2023, briefing memo, already on the Smith-notes card. The CASA complaint itself was described by The Federalist as obtained by that outlet. A public court-docket stamp for the complaint was not retrieved here. Fox later reported that CASA filed a similar complaint about Judge Boasberg and that CASA had filed about Howell the prior week.

A judicial-misconduct complaint is an allegation. It is not a House resolution. No House impeachment articles against Howell were found as of 2026-08-26. Do not write IMPEACHED. Do not write HOUSE IMPEACHMENT ARTICLES FILED.
